DirectX 6.1a is installed with Windows 98 SE. Your hardware is probably DirectX 2 or 5 capable, so installing DirectX 9c is likely pointless.
boppa's suggestion of ZoneAlarm v. 2.6.362 sounds right and can be found at
OldVersion.com.
