It would be much more persuasive if there was a claim that he wasn't doing what the government said. A look at the CPSC website -- Google "banned hazardous substances" site:cpsc.gov -- seems to indicate that CPSC spends a good deal of time dealing with sellers of banned hazardous substances. Are they harassing all of them? Or is this one special?

Color me skeptical, but 3 years of probation and a $7500 fine doesn't exactly seem like draconian measures. If the guy is as much of a truth-telling whistle-blower as the fringe wished you to believe, why would the government bother with this laughable level of "harassment"? Why wouldn't the Feds just use their awesome powers to make him vanish without a trace? If the federal government wanted to conspire to crush a guy, to shut him up, to keep him from revealing top-most technical secrets to our worst enemies, they probably could. Three years of probation probably certainly isn't the tool they'd use for that.

Then, after all, according to the press release: "United Nuclear pled guilty to three criminal counts of introducing into interstate commerce and aiding and abetting the introduction into interstate commerce of banned hazardous substances." They pled. They admitted guilt. They said they did it. They said they admitted so freely.

Didn't they do it? Was it trumped up? Were they forcibly coerced into admitting guilt? Was the evidence against them all manufactured? To what end? A $7500 fine! Ooo, scary. What can we do to help this poor, poor victim?

All right! Now, if true, that's harassment. What made the government fail? It was the government trying to kill him, right? Once they had Lazar in custody over these hazardous substances, why didn't they just slip him a deadly drug? Or, wipe his mind? Or, disappear him to Guantanamo? Or, why didn't they murder him and his cohorts as he "resisted arrest"? Pop-pop. Job done. Miller time! How incompetent are the Feds? Can't they execute the simplest conspiracy? Or, just maybe, is there no conspiracy?

Come on. This is Conspiracy Theories. It's a special sub-forum. Bring evidence. Argue for a real astronomy/space-connected conspiracy. Sway the skeptics. Convince us there is danger. If you aren't an advocate, if you're just reporting news stories, if you're just curious, Off-Topic Babbling is probably the place.

Otherwise, placed here, it just looks like wannabe speculation -- lukewarm, deniable, whispered, hinting at conspiracy, because there isn't, like, any actual persuasive evidence. That's just disappointing. No fun at all.
