Since this involved a large number of scientists and/or students and an even larger number of papers, this case of plagiarism clearly involves conspiracy.
To the extent that papers are published that rehash existing data and draw the same conclusions, all of us need to be aware that sticking your hand in someone elses back pocket does not increase the material wealth of the society, or in this case, the body of scientific knowledge.
