As RB said, there would definitely be an issue of contamination, both forward and back. There would be *lots* of environmental questions. Last, but certainly not least, would be issues of sovereignty. War would be a more serious concern. With seperate worlds you don't have the fallout/consequences issues that would face even massive attacks on the otherside of the same planet.
