I have just been perusing the pictures and film. To my untrained eye and taking into account what is required to have a flag on a set and and the host of problems that would entail, I vote for the flag getting hit by an arm. I would also ask if anyone has replicated it and wonder how fast you need to move past it to waft it around and to get it to move as if it is in a vacuum. Which it is of course.

Apollo 15 also has the genesis rock in its arsenal of proof, not forgetting the other rocks. Don't want them to feel left out. Quite a find. Not the sort of find on every street corner if you look under the rubbish.
