Why would only "they" know the truth? Again this is based of the assumption that only the government--ney, only the United States Government--is capable of discovering evidence of, in this case, extraterrestrial life.
And that reasoning infers that every scientific organization is in cahoots with the aformentioned US Government...which is to say that other countries have inadequate or anitquated scientific capabilities....which is not true.
In short, what specifically makes you believe that an intelligent civilization somewhere in the universe would try to make contact, and it just so happens that only the "secretive" US Government would be able to detect said signal?
