The only excerpt from the chapter appears to prepare the firefighter for the possibility that some unexpected event may render his radio, generators, and vehicles inoperative. Those are good things to prepare for, and have nothing to do with little gray men.
I seem to recall that happening in some kind of event oh, maybe, 6 and a half years ago. And I seem to recall the post-event critisism for not haveing a better procedure in place incase of communications failures.
Also wonder how much if it is grasping at the fancifull verson of an ordinary term. Firefights would probably have training in how to deal with a crash of a UFO--meaning an object that crashed that they don't know immediately what it was, or what potentially hazordous materials may be involved. A plane falls from the sky, chances are they'll be on scene sooner than someone can call and say, "Oh, by the way, there were toxins on board being sent to New Jersey".
But...who am I kidding. The term unidentified obvously can only mean alien! Silly me.
