In the Finnish self-defence forces we had something somewhat similar. We called them the "magic cloaks" (alltough I'm sure that a first aid kit would be a thousand times more useful) . It was, well, it was a thin rubber cloak that was supposed to protect you from a nuclear fallout to napalm. Thanks to all the deities we haven't have to test them.
