here are the best discussion of the Phoenix science goals. However, I think the main thing to point out is that Phoenix is going to visit a Martian polar icecap, a part of Mars we've never investigated before. If you're concerned about colonization, one of the issues is how much water ice there is in the icecaps, and Phoenix will go a long way toward figuring that out.
