The permalink includes a page number, as well as the post number made as a reference to an anchor within that page.
If it was created by someone who has a different setting for posts per page, it's entirely possible the article isn't on the page shown to you, which makes the reference to the article meaningless.

www.bautforum.com/showthread.php?p=1192538 works and should be considered the solution to the question pr how to post a reference to a post without removing the context or the rest of the thread, because the rewriting to permalink form doesn't happen until it's shown to you, which means it's your setting for posts per page that's used to calculate the page number, not the poster's.
