How about non-"drive" methods? Wormholes in all their variations and permutations, (Morris-Thorne, Einstein-Rosen-Podolsky, Kerr-Newman, Krasnikov tube, etc.) not to mention all the various hypothetical forms of teleportation-- if FTL communication can be allowed, then it becomes possible to send blueprints of matter and reconstruct at the other end. Or you could propose an exchange of physical volumes of space.
