Er, no. A superconducting loop would have to be charged up before it can be used. And as was pointed out above, it's really no greater protection than a mass shield.

ADDED: It's needed all the time, in space. Do you think cosmic radiation has an off-switch?

Why a single room? Shield the whole habitat, that way the farms are included.

And yes, by moving reflectors around you can vary the sunlight exposure.
