Although it´s not stated explicitly, my interpretation of this is:
The photon´s frame is ALWAYS the frame of its emitter, i.e., frequency shifts occur EXCLUSIVELY in the observer´s (detector´s) frame (if the observer/detector moves relative to the emitter). That makes sense to me.
BUT: If this is true, then the outcome of the MM - experiment is nothing but trivial !?
