My edition was published in 2006, so I'm thinking not.
I'd suggest instead that his language has been chosen to accommodate Λ > 0 ("much the same", "quite analogous") without getting into discussion about it. He's emphasizing that steady expansion of the Universe doesn't do anything at all to planetary or galactic orbits, while leaving wiggle room for the tiny effects of accelerating expansion.
