Yes; lot's of stores do (at least around here). But; what they are counting on are the people that don't dive too deep or don't make that quick of a connection.
They might look at $0.11/oz vs $0.12/oz and see a penny change and not care. They don't make the connection to the size and not realize the approx. 1 gal jug is really saving them a dollar.
