I don't think it's very accurate to think of the LHC as something that scientists devised so that they could control their environment. It was built above all to let nature speak for itself, and
answer some questions that physicists have been asking about it. Now, why would scientists have questions to ask about nature, if all they need to do to understand it is manipulate it?
