The argument by CERN is that no Meta-Stable Blackholes will occur, not that no black holes will occur. Also the CERN scientists admit in that when they encountered an uncertainty they used a "conservative", "worst case scenario" , to replace the variable. Without describing the parameters they considered as "worst case".
