That doesn't make any sense at all. They would have had to go to the moon first to get all the information they would have needed to fake the first landing. They also wouldn't have been able to bring back all the moon rocks for the first landing without actually going to the moon. The Russians had a robotic sample return mission, but the total return from that was much smaller than any of the manned missions.
I think you are going farther off the mark than the original HB'er, if that is possible.
