This is the first place where I can't really answer the question as asked. I think the majority of people really see something. However, it may not actually be in the sky; they may just think it is. Further, some of them may be seeing things--or remembering that they've seen things when they haven't.

Given the amount of times (like with poor Jimmy Carter) that Venus is mistaken for an alien spacecraft, the answer to that would have to be yes. Note that I'm not saying that I believe they're actually alien spacecraft, just that Venus is by definition extraterrestrial.
