RCH and (most) anomaly hounds actually believe the moon was some sort of waystation or outpost. They claim that Mars once held a civilization, Iapetus was an alien construct, and that the moon itself housed a portion of the civilization selected to observe the goings-on on Earth.
So whereas they are not saying something as silly as there once being *indigenous* freely roaming life on the Moon, they still open up a whole new can of woo by trying to see "artificiality" on every single body in our solar system.
It's so ridiculous that it is almost painful.
