The movement relative to a bird or bug's relative size will always remain the same.
There is a bird in this picture, and trees or shrubs in the foreground. The leaves of the foreground trees or shrubs are way out of focus. A 1 mm gnat wouldn’t show up. It would be too blurred.

However, let’s think of this bird as having an insect in its beak. How about a grasshopper? The grasshopper would be in focus, but it would be larger than a gnat and smaller than the bird.

So, if the image in question is an insect, I think it would have to be as large as a grasshopper, or some kind of flying beetle.
