He's referring to a conversation in Rowan Atkinson's Black Adder series in which Percy and Edmund are discussing the blueness of someone's eyes and comparing them to the Blue Stone of Galveston. It turns out that Percy has actually seen neither, so Blackadder sums it up saying, "So you're telling me that something you haven't seen in slightly bluer than something else you haven't seen."
And yes, it doesn't relate to conspiracism in that much of what is propounded as fact in a conspiracy theory is merely hearsay. I had someone tell me the other day that Mormons don't believe in the moon landings, which would come as quite a surprise to the hundreds of thousands of Mormons amongst which I live. And who, I might ask, have a ripping good moon rock in their planetarium.
