The U.S. military did indeed launch Operation Planet X in Iraq on May 15, 2003. It was a raid ~11 miles south of Tikrit in search of Ba'ath party members.

They were most likely poking fun at Nancy, and making reference to it being the end of the world for Iraq's former rulers.
