No, the good news being that there is a reason for not detecting alien civilizations other that extinction or lack of existence.
I don't see how this helps anything, though. It's sort of like saying I can look for a true to life Klingon Bird of Prey, but have a couple of reasons for not being able to find it: It never existed, it did exist, but it was destroyed, or it's cloaked. Either way, you think I'm nuts for looking for a fictional space craft.
