Yes. If they wouldn't be "fine-tuned" to their own universe, they would have hard time living in it. But I wouldn't say that universe fine-tunes the inhabitants, instead I would rather say that the inhabitants adapt (-> evolution) themselves to the existing conditions, universe would just provide the conditions.
