I don't think "when it turned out that nothing happened" was the causal event, especially since "predicting the end of the world" is a pretty good indicator of crazy in itself, but basically yes, that's Nancy Lieder in a nutshell (pun unintended, but gleefully adopted).
Username24, I had a feeling you'd encountered Lieder given all your altered rotation questions. As others have said, Nancy isn't a good source of information. She's not even a
bad source of information.
As others have also said, and I will echo, the amount of energy required to alter Earth's rotation in any way would almost certainly liquify the surface of the planet, and there's nothing in the solar system poised to do this. Planet X is a sick fantasy to get people worked up over nothing.
