I just noticed this.
Rule 15 says

But when you click on the red triangle, at the bottom of the form, it says

Does that "ONLY" emphasize that it is
not to be used to report violations of Rules 4 (Copyright), 7 (Second & Third Party Posting), or 8 (hotlinking), and maybe other rule violations? That seems to contradict Rule 15.
If so, I didn't notice the "ONLY" until it was too late. Sorry.
