This claim is too nonsensical to waste a lot of time on, but it may be an interesting exercise to see if there could exist an elliptical orbit (the orbit cannot be parabolic or hyperbolic if 'Planet X' is making a repeat pass) that would have an object currently (2005) beyond the Oort Cloud but arrive at the inner solar system by only 2012.

I strongly suspect such an orbit is impossible.
