I know I'm weighing in fairly late on this issue, but the Orville Nix film shows quite clearly that the limo was in no danger of stopping. The slight braking manouver isn't even strong enough to cause the occupants of the car to shift forward due to inertia, what's more it seems to me that it occurs
after the headshot.
