The Earth DOES rise on the Moon, viewed from some spots anyway.

The Moon is tidally locked with the Earth, but since its orbit isn't a perfect circle, the part that points to the Earth never quite line-up perfectly.

Viewed from the Moon, it looks like the Earth is doing a small 8 shaped movement in the sky. If that "8" shaped motion happens to be near the horizon, you'll get an Earth-rise.

But like you said I think that this picture was taken when they were going around the Moon.
