It would depend on the context. I would probably say "Google Maps are the best" just because it sounds OK, and it would not be worth the time to explain things to anyone that would question my use of the word is.
However I would say "Google Maps is the best website for that activity" because then it is more clear that I am referring to a single entity and only a complete moron would ask for an explanation.
