As
jrkeller mentioned, expect the LRO in 2008. As for why not so far, the moon is in our backyard. It just hasn't been considered a priority, scientifically or politically. Interplanetary probes and other juicier projects tended to get the money. Now that we are planning on going back to the moon, it makes sense to get better information on it.
