Every one of the 8 "classical" planets contains AT LEAST 98% of the mass of all of the bodies in its orbital region. That seems pretty "clear" to me.
Earth, with its large impact-formed moon, is the straggler at 98%. I believe the other 7 planets are over 99.9%.
