In the US, minimum driving age is 16. Overhere, it's 18. That might help some of the smaller responisbility issues, things like overconfidence etc. Not sure, but it might.
However, it doesn't help the more extreme forms of idiocy described here. These people can stay circa-adolescent until their age reaches 3 figures I guess...

On top of that, alcohol, drugs and peer pressure are excellent things to exorcise responsibility, limitations and knowledge thereof.
