According to UCSD's web page, they
do offer a PhD in physics. However, as near as I can tell (they certainly don't make the search easy; presumably, if you're going after a PhD in physics, you already know what schools provide one), it's only available in biophysics, not the applied physics claimed.
Meanwhile, University of Michigan Ann Arbor appears to only offer a PhD program in astronomy, not a Masters program. It's also listed as being "astronomy and astrophysics," not just astronomy, and not radio astronomy.
