wow. If this is really Dr. Bibhas De, he is a heavyweight for sure. Search for his name on this page. note the 1988 letter from Carl Sagan. Apparently, Dr. De predicted Uranus' rings, but his prediction paper was rejected. So when rings were found, Sagan wanted to go back and read that paper. That doesn't mean the paper was scientifically sound (it could have just been lucky), it's just a really interesting anecdote.
