Mr Cain has so stated, and it's still documented in an article in topic Frequently asked questions.

I hope people are only bothering to mention slowdowns not coincident with backup functions.

There was a normal-time slowdown today, about 30 minutes ago, for about ten minutes duration. Posting attempt yielded: too busy, try again later.

Forum slows for backups (about 10 minutes), starting:
0300 PST
0600 EST
1100 GMT

I have been having many many timeouts today. The kind that make BAUT look like it has disappeared from the web sometimes for several minutes. I noticed it first around 7:00AM this morning (eastern USA time) and it has continued throughout the day - last being just about 10 minutes ago. I even lost a few posts which I have learned to always copy before sending.

(On a very recent day, happened at same time (0830 PDT to around 0900 PDT). Has backup schedule drifted?)

Right now it's very very slow. It takes many minutes to open a page. 4-1/2 hours ago it was the same. Didn't try in between.

around 14:20 GMT, googling to UT / BAUT, it was really so slow, after repeated requests to open, 'can't display this page' etc., i nearly gave up.

but i got in through a back door, knocked on it, it was open anyway.
