The thing is that you only get a static solution for a very specific value of the constant. Any other value and it leads to a dynamic solution.

Could it be that time is speeding up for some reason.That star one million light years away emitted light at a lower frequency (redder ) one million years ago than it does
now.Everything was redder one million years ago.The star does not need to be moving away to look redder, just far away.
Is there a way to check if time is going faster or slower than long ago?.
I can't think of a way.
