My guess is, pretty recently. I for one feel they have no right to raise the plate tectonics to a "PX event" level.

Observation is key. Blind observation leads to ignorance. We are still way under the average of quakes, well are close to average. Earth is an active body....and a liquid core. Things move. If they actually did historical reference they would find.....higher activity in the past. We just seem to be focusing on this year.
