3 weeks later, wouldn't that mean it'd rise a little earlier?

On the 8th Nov. the moon is a day away from first quarter. It is rising at 11.50pm. I should point out that I live in New Zealand. If nobody else commes to your assistance here. Go look at the calanders at your local book shop. From my understanding ( which could be wrong) from your location I would expect the moon rise to be near 11.40pm...

This site (http://aa.usno.navy.mil/data/docs/RS_OneYear.html) will give you a table for rise/set times at your location (or hopefully, close to it)

Just as a full moon always rises near sunset, a first quarter moon always rises in the middle of the day. Perhaps you meant AM??

or perhaps you meant a day away from third quarter.
