This term has rapidly risen in popularity on this board. Now I'm hearing people at work utter it at the drop of a hat, even though they've never heard of BA/UT/BAUT, and are by no means the kind of folks who would grace our website.
What then is the source for the this term's rapid rise in popularity?

It really irritates me. Not the "word" itself so much as the people who seem to think that the use of it is automatically funny.
The phrase "bling bling" irritates me for similar reason - although not everybody who says it thinks they're being amusing. And blokes impersonating wolves howling at the moon - are we supposed to fall about laughing every time they do that? And those stupid long names of everything in Russell T. Davies' episodes of Doctor Who - yeah, it really took a lot of imagination to come out with loads of syllables.
Sorry, the original post must've struck a nerve.
Edited to add: There is an alternative version of the "funny" laugh - Bwahahaha!

Actually, I believe it goes back to the use of it by Humphrey (nee' G99) on BABB, in his quest to take over the world.

I use bwa ha ha, though primarily in spoken conversation. (I also used to have a running argument with a fellow copy editor over whether it was "bwa ha ha" or "bwa ha ha ha.")
And, yes, "bling bling" annoys me, too.

The Evil Mad Scientist[tm] laugh has been a well-worn cliché since long before I was a kid. It's been popular off and on. I remember it was briefly popular in written speech (emails/usenet) in the early 90s, especially at my college.
As I suspect the OP is referring to my recent use of it, I do not contest that I've been known to use it from time to time. And I do so without any sense of shame or remorse. (Mua)
I also fully realize that the Evil Mad Scientist laugh will never be voted "funniest joke in the world", but having a well-devlopped (read: cheesy) sense of humor, I can say with direct personal experience that people universally overestimate the quality of their own jokes. It's as certain as death and taxes.
As for now, I hadn't noticed any special resurgence in Muahahas. I'd hate to have to shelf it if by some misfortune it goes mainstream.
Paulie Jay: Bling bling refers to flash toys worn to impress upon members of the appropriate gender how rich/influential/insecure one supposedly is. It used to be solely the domain of stereotypical pimps, back before tacky went mainstream. Rolexes, gold chains, cubic zerconia/rhinestones and riced up cars all count as bling.

More importantly, engaging in the maniacal Evil Mad Scientist[tm] laugh violates rule #20 of the Evil Overlord list (http://www.eviloverlord.com/lists/overlord.html). Specifically...
Despite its proven stress-relieving effect, I will not indulge in maniacal laughter. When so occupied, it's too easy to miss unexpected developments that a more attentive individual could adjust to accordingly.

I think the Austin Powers movies had something to do with the current popularity of the Evil Scientist Laugh. Dr. Evil was a dedicated practitioner of the form.

It's not particularly prevalent here, I see it on a variety of forums. In a similar vein, and I think more annoying, is "ba-da-bing", supposed to represent a drum roll as used by a stand-up comic when a joke falls flat. I think I've seen that one in sitcoms.

Early 90's?
Try early 40's, aka Vincent Price. His immortal laugh was captured forever in time in numerous reels on the silver screen, as well as at the end of Michael Jackson's [sic, really sic] 14+ minute Thriller.
His laugh was neither mwa- nor bwa-. Merely aha...
My favorite movie by him was The Tingler. Sure sent shivers down my spine!
