They've lampooned him before. I remember an episode where they find a frozen man, and unthaw him. Cartman runs around saying "Crikey! I'm gonna stick my thumb straight up his ****hole... - that should **** him off!" The frozen man escapes and they hire Irwin to track him down.
Although, of course, the conditions have drastically changed since then...

The episode in question features Irwin walking into a costume party and being told something like, "hey that's a great Irwin costume" and he says, "it's not a costume, it's really me."
The very same episode features several catholic priests - and each of them has a naked little boy, on a leash. At the end of the episode the priests are at the party making the boys dance, while still having them on the leash.
But people think the Steve Irwin part is offensive??

Satan comes over to Irwin and, thinking it's a costume, tells him that it's way too soon after Irwin's death to be dressed like that, and that he's got to go. When Satan learns that it is really Steve Irwin, there's a brief awkward pause, then Satan says "oh, no costume then. You've got to go."

Here's the transcript of that part of the show. Keep in mind that this is a parody of MTV's "My Super Sweet 16", and Satan is dressed up and acting like a valley girl.
Butler: Hey, Satan, we've got a problem.
Satan: What?
Butler: Somebody showed up in a croccodile hunter cosutume, it's really offending some of the other guests.
Satan: Oh jeez.
Satan: Hey, uh hi. Listen dude, you know the whole croccodile hunter thing, it, it's just a little soon you know, I mean, he just died a few weeks ago and it's just not super cool and you gotta leave.
Steve: But it's me Satan, Steve Irwin. I am the croccodile hunter.
Satam: Oh. Oh but then dude, no costume. Sorry you gotta go.
Steve: Wait, I thought we were friends!
Maybe offensive to some, but I think it's sufficiently tongue-in-cheek. YYMV.

Yeah, this seems almost mild by South Park standards. They treat everyone this way, including Jesus and God. They had Christopher Reed sucking on dead babies. If you don't like it, don't watch it.

And if this is Satan's birthday party, wouldn't that imply that those pedophilic priests are, in fact, in Hell? (A fitting destination.) Of course, in the South Park universe, it seems everyone goes to Hell.

Yes that's true. As you know, South Park makes it a point to make fun of everybody - no exceptions. Most groups can't take it and become angry. Well, they did an episode on the Mormon religion, and the Mormon's were actually pretty cool about it. No angry letters. No demands that the show be canceled. They respect free speech.
As a result, in a later episode, we see all sorts of people going to hell and complaining "hey wait, I shouldn't be in hell! I was a good (insert name of religion here)." The Hell Coordinator (the person giving them the briefing) says, "yes well, I'm sorry, but you all picked the wrong religion." What was the right religion? "Mormonism. (said very slowly) Yes, Mormonism was the correct answer."
I got a big kick out of that. Not only pointing out how silly it would be if everyone except one particular religion went to hell, but also a tip of the hat to the Mormons for being able to take a joke.

No, because I don't remember the bit, and I've been fairly lax on watching new episodes, but I saw the movie in the theatre. (Also, when did they make fun of Mormons? That'll be your guide.)
Trey Parker and Matt Stone have a long history of teasing the Mormons. See their first movie, the one Trey Parker dropped out of college for, Cannibal! the Musical.

In this episode, Satan thought that it was questionable taste to dress up as SI so soon after his tragic death. On the other hand, among the people in hell were some fairly nice people, including Princess Diana. I don't think they were especially trying to single Irwin out as a sinner.

I just remembered the bit when Kenny goes to heaven and gets denied and is sent to hell. Thought that was in there too.

I used to own that, but someone "borrowed" my copy five years ago or so, and that's the last I saw of it.
