Not that I have any personal stake in this, not being a parent or working in education, but are the only schools that can take part in the High School Questions those from the US, or can others from outside the US participate?

Our NASA funding is strickly for US schools (which includes Puerto Rico, where equipment is traveling to as I write). We will gladly answer submitted audio from anywhere in the world (if it's in English, because that's the language of our audience), and if no one else is signed up, we can use listener donations to ship equipment to other places.
