Sorry, this is not astronomy per se, but I'm curious whether anyone has any links that address this.
Some research is showing that rocket launches harm the ozone layer:

I am curious why I have never read any proposals to launch chemical bombs into the upper atmosphere to combat CFC damage (simply adding nitrogen, or chemicals to neutralize chlorine, I don't know). I'm guessing we don't understand the upper atmosphere well enough to play with it, but I don't know and it seems like some inexpensive rockets could get a payload up to where it needs to be and dump chemicals to counteract the effects of previous launches.
