Default Telescope from Peru.

I was watching this show the other day on The Science Channel about a massive 4 lense telescope being built down in South America; Peru would be my guess at this time.
Does anyone knows what I am talking about, and when would it be ready to function at 100% its capability?

That sounds a lot like the European Southern Observatory's Very Large Telescope, four 8-meter telescopes on Cerro Paranal in northern Chile, vaguely near Antofagasta. This is the best-instrumented single observatory on Earth, with capabilities being augmented as its interferometric modes are bright into operation.
