It is my contention that there are two dimensions of time.

Why propose another dimension of time? How is the extra dimension of time unique or different from our present dimension of time?

Those familiar with Relativity will remember that the time interval between two points, as described by the speed of light, is the temporal measure of space. If a physicist were asked to locate a point relative to another point on a piece of paper, the dimensions used would be x,y,z and t. Because of the universal property of the speed of light, it becomes possible to describe distances not just by spatial measures, but by temporal measures. We even use the light-year to describe time and distance.

Is this enough?

No. This is because while the dimension t does describe the temporal separation between points in space, it does not describe the point’s location HISTORICALLY.

This dimension of time, which a few other physicists believe is also necessary, is called “Cosmic Time” and it marks a point’s location in history. The beginning of the Universe marks the beginning of time and all points in space have a unique moment in history.

Yea....though is "time" even defineable in terms of having a begining? It's interesting to think about....
