Deuterium fusion limit (brown dwarf minimum mass) lies somewhere near 13 M_Jupiter, depending on the metallicity of the object. Since this object is transiting, we know its true mass so it must be a planet.

This planet has another intriguing property: Its orbit is by far the most eccentric (e = 0.5) for any transiting planet (or any planet that close to its parent star).

OK, I think I assumed that when Sasselov said "fusion," he meant it would be a star.

It is odd that the article doesn't mention brown dwarfs specifically.

Well, brown dwarfs are capable to fuse deuterium for a short while, something that planets can't do. The limit of sustainable hydrogen fusion is much higher, about 80 M_Jupiter.
