It looks more to me like a section has been torn out of the top. Perhaps something happened to the photo before it was scanned.

If I were to venture a guess it would have to be this:
Its a piece of mat board that was poorly cut. Its pretty common practice when making a photographic copy of a print to place some object on the edges of the print to keep it flat. Photographic paper likes to curl and that makes copying a bit tricky unless you do someting to keep the original flat. Glass is a common item used for this BUT it has its drawbacks. Glass it reflective and can cause glare. Glass also has a "color" usually green with will affect the color balance of the copy. I always avoid using it when I can. Many object can be used to flaten a print such as tape which can also be a problem since it could damage the print. The last image on the next magazine has an even more dramatic version of this.

But I still think it looks more like something cut out than taped on because there's a shadow on the inside under the ragged edge.
