Now that I'm back from the holidays and in my office, I pulled out my American Society of Heating, Refrigerating and Air Conditioning Engineers (AHSRAE) Handbook to check you claim about solar absorption by the atmosphere.

Using the tables found in the book, under worst case conditions, the atmosphere absorbs about 20% of the incoming solar energy. An additional 5% of the sunlight is scattered by the atmosphere. So as I said earlier, you get about 1000 watts/meter squared illumination reaching the surface. Plus you get about 65-70 watts/meter squared reaching the surface by diffusion. No effects for clouds has been included.

You can find the ASHRAE at most college libraries and just about any book on building solar collectors has this data in it.
