I could be wrong, but the idea I get from the OP is that if as Bart claims, the footage was secret footage that was never meant to be shown, why is NASA displaying it in their publically accessable achives. The answer of cause is because Bart is an idiot that doesn't have a clue what he's talking about.

I just want to point out that the OP used the word "test footage" not secret footage.

My read on this is that he wanted to know why NASA had videos on its website that were not shown on the nightly news in 1969. I can't really guess at his true intention in asking this.
